Turnover condition triage: repair, clean, replace or investigate

Classify observed apartment issues before assigning providers so a cleaning task is not used to hide a repair or safety problem.

Turnover work starts with observation, then an appropriate decision. A damaged surface, visible mark, faulty product and suspected moisture issue should not all become one instruction to “deep clean.”

Describe the issue before choosing a remedy

Record the room, item, observation and date. Use photographs with appropriate permission, keeping resident information out of the operating record. Avoid diagnosing a hidden cause from appearance alone.

Ask the relevant qualified person to assess issues beyond routine upkeep. A cleaner should not be asked to certify electrical safety or conceal evidence of unresolved moisture damage.

Include the reason for the category and the person responsible. If new information changes the decision, keep the update rather than leaving contradictory instructions in circulation.

For moisture or mold concerns, EPA’s guidance emphasizes addressing the moisture problem. Do not treat a cosmetic cleaning result as evidence that the underlying issue has been resolved.

Sequence the work around dependencies

Complete appropriate repair or assessment before final cleaning and furniture placement. Confirm manufacturer or contractor instructions for drying, curing or use where relevant. Do not use a fixed universal wait time for every material.

After work, check the agreed result and record remaining exceptions. A completed provider visit does not automatically mean the issue is resolved.

The triage sheet should make the next action clear without pretending the coordinator is a specialist in every trade. It helps providers receive the right task and lets the final readiness review see what has been addressed, what needs more evidence and what remains open.
